The State of Wisconsin, Office of the Commissioner of Insurance has approved an overall decrease in Workers Compensation rates?of 1.36%.? Rates are effective as of October 1, 2012 and apply to new and renewal business only.

The price decreases in the Canary and Balearic islands come as good news for property investors.
It has been suggested that buyers are becoming increasingly confident with the real estate market in Spain despite the negativity concerning Spain?s economy.
According to Clare Nessling, Director of International Mortgage Specialists, Conti, Spain is currently a buyer?s market due to lower housing prices and ?some very motivated sellers?.

The property price decrease also includes those properties in the Canary and Balearic Islands where the value of homes has decreased by almost seven percent over the past year according to Tinsa?s Spanish House Price Index for June. This is especially good news for investors who are able to purchase property on a buy-to-let basis for the purpose of a holiday home as the islands are especially popular with tourists.

Amazon Instant Video arrives on iPad in the U.S., brings tons of movie and TV fun
Amazon Instant Video is finally -- finally -- available for iPad in the U.S., and with it comes the entire movie and TV catalog. That catalog includes over 120,000 videos available for purchase or rent, thousands of which can be streamed for free if you're an Amazon Prime member. Here's the official blurb:

Also, Phil Nickinson of Android Central says not all episodes of some shows, like West Wing, are currently available on iPad the way they are on Kindle Fire. Since Amazon reportedly doesn't even break even on Kindle Fire sales, and their business model depends on content sales, this might simply be an issue of them not getting their virtual shelves stocked fast enough for iPad.
Still, it is nice to see all these content deals line up before the rumored "fall product transitions".

Office building sales rebound hits a speed bump
NEW YORK (Reuters) - The rebound in U.S. office building sales hit a speed bump in the second quarter as weak demand for office space made it more difficult for prospective buyers to predict the income from their investments.
Sales of U.S. office buildings in the second quarter fell 10 percent from a year earlier to $14.8 billion, according to Real Capital Analytics, which tracks sales of office properties of at least $2.5 million.
Corporations are reluctant to hire because of uncertainty over the U.S. deficit, changes in tax policies, and the effect of Europe's debt crisis on the United States. Buyers of office buildings have become nervous about the future due to weak job growth, which drives leasing and in turn rent.
"One of these issues by themselves is not going to move the dial," said Dan Fasulo, Real Capital Analytics managing director. "Add everything up, and it's really hard to make a $100-million decision in that type of environment."
U.S. office prices rose 2.5 percent in May, the most recent date for which figures were available. As of end-May, they were 8.9 percent higher compared to a year ago, according to Moody's/RCA Commercial Price Indices.
"There's been a little bit of a pause in terms of core buyers investment activity as they look to get a little bit more value in their acquisitions," said Sonny Kalsi, the former co-head of Morgan Stanley's Real Estate Investing.
Kalsi is the founder of GreenOak Real Estate Advisors LP, which is raising about $300 million to buy office buildings, according to alternative asset research firm Preqin.
U.S. Securities and Exchange Commission rules do not allow those raising money to comment on on-going fundraising.
Using debt financing, GreenOak will be able to buy about $1 billion of buildings. It will target those that need leasing and capital improvements. The buildings will primarily be located in New York, Boston, San Francisco and Los Angeles.
Kalsi said many investors are in no rush to buy.
"Ultimately the deal falls apart not because investors think it won't get leased up, it just becomes a question of how long they think it will take to get leased and what the rents are," Kalsi said.
Blackstone Group LP
"Over the next couple of years we'll sell," Jonathan Gray, senior managing director and global head of real estate at Blackstone, said at the CNBC Institutional Investor Delivering Alpha Conference in Manhattan. "I wouldn't expect to see anything too quickly," he added.
At the end of the second quarter, the national vacancy rate stood at 17.2 percent, flat with the prior quarter, according to real estate research firm Reis Inc.
Yet, there were markets where leasing and rent growth was strong and sales have followed suit.
The technology/social media sector of the economy continued to outperform many of the other sectors over the past year. Six out of the top 10 markets by rent growth -- San Francisco, San Jose, Boston, Austin, Seattle, and Denver -- are technology-oriented markets.
In turn, sales have followed. For example, in San Francisco, the number of sales rose 21 percent in the first half of 2012, according to Real Capital Analytics. Deal volume was up by 75 percent. The number of deals in Austin rose 31 percent. The value of the deals increased 48 percent.
In New York's tech-heavy Midtown South, which has the lowest U.S. vacancy rate, sales in the second quarter rose by 43 percent, while those Midtown, the traditional office market, fell 53 percent according to Cushman & Wakefield.
Still, there could be plenty of interest in owning well-leased buildings, where yields are higher compared with bonds. Eastdil Securities is poised to start marketing Worldwide Plaza, a 47-story 2 million square-foot Manhattan office building occupying an entire Midtown block between Eighth and Ninth avenues.
According to preliminary marketing material obtained by Reuters, the building is 90 percent leased. It will become the North American headquarters for Nomura Holdings Inc , who will occupy 820,000 square feet of space. The building also is the global headquarters of law firm Cravath, Swaine & Moore LLP, whose lease expires in 2024.
The building is expected to attract foreign and domestic buyers looking for a bond-like investment.

A surgical team closes an abdominal incision, successfully completing a difficult operation. Weeks later, the patient comes into the ER complaining of abdominal pain and an X-ray reveals that one of the forceps used in the operation was left inside the patient. Why would highly skilled professionals forget to perform a simple task they have executed without difficulty thousands of times before?
These kinds of oversights occur in professions as diverse as aviation and computer programming, but research from psychological science reveals that these lapses may not reflect carelessness or lack of skill but failures of prospective memory.
In an article in the August issue of Current Directions in Psychological Science, a journal of the Association for Psychological Science, R. Key Dismukes, a scientist at the NASA Ames Research Center, reviews the rapidly growing field of research on prospective memory, highlighting the various ways in which characteristics of everyday tasks interact with normal cognitive processes to produce memory failures that sometimes have disastrous consequences.
Failures of prospective memory typically occur when we form an intention to do something later, become engaged with various other tasks, and lose focus on the thing we originally intended to do. Despite the name, prospective memory actually depends on several cognitive processes, including planning, attention, and task management. Common in everyday life, these memory lapses are mostly annoying, but can have tragic consequences. "Every summer several infants die in hot cars when parents leave the car, forgetting the child is sleeping quietly in the back seat," Dismukes points out.
Many examples of prospective memory involve intending to do something at a particular time, such as going to a doctor's appointment, or on a particular occasion, such as congratulating a friend the next time you see her. However, much of what we intend to do in our everyday lives, whether at home or at work, involves habitual tasks repeated over time. And when it comes to these kinds of habitual tasks, our intentions may not be explicit. We usually don't, for example, form an explicit intention to insert the key in the ignition every time we drive a carthe intention is implicit in our habitual routine of driving.
In previous research, Dismukes and colleagues identified several types of situations that can lead to prospective memory failures. They found that interruptions and disruptions to habitual processes, which are irritating enough in everyday life, can be fatal in some occupational settings. In fact, several airline catastrophes have occurred because pilots were interrupted while performing critical preflight tasks after the interruption was over, the pilots skipped to the next task, not realizing that the interrupted tasks hadn't been finished.
For all the negative attention that multitasking has received in recent years, it is perhaps no surprise that multitasking is also a major cause of prospective memory failures. We seem to have adapted fairly well to juggling several tasks simultaneously. But research shows that when a problem arises with whatever task we're currently focused on, we become vulnerable to cognitive tunneling, forgetting to switch our attention back to the other tasks at hand.
To defend against prospective memory failures and their potentially disastrous consequences, professionals in aviation and medicine now rely on specific memory tools, including checklists. Research also reveals that implementation intentions, identifying when and where a specific intention will be carried out, can help guard against such failures in everyday life. Dismukes points out that having this kind of concrete plan has been shown to improve prospective memory performance by as much as two to four times in tasks such as exercising, medication adherence, breast self-examination, and homework completion.
Along with checklists and implementation intentions, Dismukes and others have highlighted several other measures that can help to remember and carry out intended actions:
"Rather than blaming individuals for inadvertent lapses in prospective memory, organizations can improve safety by supporting the use of these measures," argues Dismukes. He suggests that scientists should combine laboratory research with observations of human performance in real-world settings to better understand how prospective memory works and to develop practical strategies to avoid lapses.
