Putin launches Kremlin bid with swipe at opponents (Reuters)

MOSCOW (Reuters) ? Vladimir Putin accepted his ruling party's nomination on Sunday to return to Russia's presidency, while accusing foreigners of funding his political opponents in a reminder of the anti-Western rhetoric that characterized his years in power.

Putin, president from 2000-2008 and now prime minister, is expected to easily recapture the presidency in an election in March. But opinion polls indicate a parliamentary vote in a week could loosen his United Russia party's domination of politics.

The timing of his Putin's nomination for the presidency - two months after he first said he would run - appeared aimed at giving United Russia a boost in the December 4 parliamentary vote at a time when the ruling party's support has flagged.

"Of course, I accept the proposal with gratitude," Putin said, confidently accepting the nomination before a crowd of 10,000 supporters chanting his name in a Moscow sports arena. The congress was broadcast live on television.

Putin said that ahead of both votes "representatives of some foreign countries are gathering those they are paying money to, so-called grant recipients, to instruct them and assign work in order to influence the election campaign themselves."

He said any such activity was a "wasted effort" because Russians would reject foreign-funded politicians, comparing them to Judas, the traitor of Jesus in the bible.

Foreign governments "would do better to pay off their debts with this money and stop pursuing inefficient and costly economic policies," he said in a dig at economic troubles in Europe and the United States.

Putin, 59, was constitutionally obliged to leave the presidency after serving two consecutive four-year terms, but has remained Russia's most powerful man as prime minister. The constitution now permits him to serve two more consecutive terms of six years, which could see him stay president until 2024.

During his presidency, Putin often suggested Western countries were funding his opponents. Competing political forces have been effectively sidelined in the 11 years since he first came to power.

CHOREOGRAPHED

In a carefully choreographed performance, Putin traded praise with his hand-picked presidential successor, Dmitry Medvedev, who is expected to take over the prime minister's post after stepping aside for Putin to return to the presidency.

Support for United Russia would boost Putin's performance in next year's presidential election, Medvedev said.

"The more convincing our result is on December 4, the more certain and more solid our victory will be at (presidential) elections in March of next year," Medvedev told an audience packed with famous public figures and throngs of young people.

Putin is Russia's most popular politician, credited by the public for ending the steep economic decline of the post-Soviet period. But his approval rating has slipped in the past year, standing at 67 percent in the most recent survey by independent pollster Levada-Center, down from near 80 percent in 2010.

Laying out the case for his return to the presidency, Putin attacked rival political forces, blaming the Communists for the 1991 collapse of the Soviet Union and saying those in power in the 1990s had "brought the country to the edge of the abyss."

Since then, he said, the government had managed to "return the country its strength, self-assurance and respect in the world. All this was done with the participation and direct support of United Russia."

"This gives me the right to say that we know better than anyone else what to do and how to do it," he said to applause.

The plan for Putin to return to the presidency was laid out at a similarly grandiose meeting on September 24. It was met with mixed reactions among Russians, with many in the middle class voicing fears of stagnation, and anger that the political future seemed to have been decided behind closed doors.

Dissatisfaction with the political landscape and United Russia's dominance was illustrated when Anatoly Chubais, an architect of the country's market reforms in the 1990s, announced he would not be voting in the upcoming elections.

"For the first time in 20 years it seems that I am among those who have no one to vote for. Therefore for the first time I am not going to vote," Chubais, who now heads Russia's state-run nanotechnology company, wrote in his blog on Saturday.

Putin's nomination came after a series of admiring speeches from speakers ranging from politicians and military officers to cultural figures. A southern farmer raising 19 children stuttered with nerves as she recommended Putin's nomination.

"Russia needs a leader -- one who is brave, strong, smart and capable not only of protecting the rights and freedoms of citizens but of reminding everyone of their responsibilities," said Stanislav Govorukhin, a politically conservative filmmaker.

Samsung N102S netbook listed on UK sites for ?240, possibly with Cedar Trail

Even if Samsung plans to stop producing 10.1-inch netbooks from next year, there's still plenty of scope for new models in little ol' 2011. In fact, British online retailers have just put up listings for an N102S running an officially unknown Atom N2100 processor. This chip is rumored to be a low-power variant of Intel's delayed Cedar Trail line-up, which might explain why none of the retailers yet have firm information about availability. (We called the number above, they told us to ignore the bit about December 2nd.) Other listed specs include a distinctly last-gen 1GB of RAM, 320GB of HDD roominess and Windows 7 Starter Edition for £240 ($370).

Update: Netbook Italia also picked up on some Asus Cedar Trail Eee PCs in similar UK listings. These include the 1025CE we saw recently, which packs an N2800 processor for £270, plus a X101CH running on the N2600 for £225. Other specs are very similar to the Samsung's.

?Abstract? In the last 30 years the rate of Chinese economic growth has been almost miraculous, averaging 8% growth in Gross Domestic Product (GDP) per annum, particularly within the SME section, which mainly grew from entrepreneurial venture, accounts 98% of total number of enterprises, 58% of total GDP, provides 75% of total employment. The world economy now faced great challenges, and so as China. Our government greatly encourages entrepreneurship and venture enterprise, therefore, entrepreneurial financing became a crucial problem to be studied and researched.This paper is based on theoretical discussion and practical case study. Firstly, it defined the entrepreneurial finance related concepts and illustrated the venture life cycle theory. Secondly, it discussed the related financing theory, selection of financing channels and entrepreneurial financing planning on venture life cycle approach. Joint those fundamental theories and principles with real case study, we furthered the research in a practical perspective. This paper, from an entrepreneur viewpoint, comprehensively discussed entrepreneurial finance and its practice in China, provided some valuable reference and guideline for an entrepreneurial venture.Through the research in this paper, we found that entrepreneurial venture has obvious features of high risk and high potential return, entrepreneurial financing has many obstacles in terms of valuation, information asymmetry, moral hazard and so on. The valuation of venture was considered as a subject between science and arts, quantitive models usually do not work well, in practice, quality models and even the venture capitalists? instinct and experience played a very important role. Based on life cycle approach, this paper studied how to plan entrepreneurial financing in different life cycle stage, in terms of balancing short-term and long-term fund needs, optimizing the financing cost, trade off the benefit and loss by different contractual terms and conditions arrangement. Finally, the author provided some suggestions and outlook in macro landscape perspective, including the credit system, finance market, venture investment, GEM and so on. This paper, from entrepreneur?s and practical perspective, intend to provide theoretical and practical viewpoints assisting development of entrepreneur venture in China.

LOS ANGELES (TheWrap.com) ? David Letterman told Justin Bieber he could "smell a weasel" when the pop star was accused of fathering a fan's baby.

In a preview of The Biebs' appearance on "The Late Show with David Letterman" Wednesday night, Letterman describes his anger at Mariah Yeater's paternity claim.

Letterman may be unusually sensitive to the possibility of people trying to extort money from celebrities: In 2009, he admitted to having sex with women who work for him on the "Late Show" after one of their boyfriends tried to blackmail him.

"You know what? That made me see red," Letterman told Bieber about Yeater's claim of a backstage tryst with Bieber after a Los Angeles concert.

"Really? You saw red? You were angry? Why were you angry?" a smiling Bieber asked Letterman.

"I could smell a weasel," said Letterman.

"I think I can smell a weasel, too, a little bit," Bieber said. "I know, it's pretty crazy ... people make up false accusations."

Google quits plans to make cheap renewable energy (Reuters)

SAN FRANCISCO (Reuters) ? Google Inc has abandoned an ambitious project to make renewable energy cheaper than coal, the latest target of Chief Executive Larry Page's moves to focus the Internet giant on fewer efforts.

Google said on Tuesday that it was pulling the plug on seven projects, including Renewable Energy Cheaper than Coal as well as a Wikipedia-like online encyclopedia service known as Knol.

The plans, which Google announced on its corporate blog, represent the third so-called "spring cleaning" announcement that Google has made since Google co-founder Page took the reins in April.

The changes come as Google is facing stiff competition in mobile computing and social networking from Apple Inc and Facebook, and as some investors have groused about rising spending at the world's No.1 Internet search company.

"To recap, we're in the process of shutting down a number of products which haven't had the impact we'd hoped for, integrating others as features into our broader product efforts, and ending several which have shown us a different path forward," wrote Google Senior Vice President of Operations Urs Holzle in the blog post.

Google said that it believed other institutions were better positioned to take its renewable energy efforts "to the next level."

Google began making investments and doing research into technology to drive down the price of renewable energy in 2007, with a particular focus on solar power technology.

In 2009, the company's so-called Green Energy Czar, Bill Weihl, told Reuters that he expected to demonstrate within a few years working technology that could produce renewable energy at a cheaper price than coal.

"It is even odds, more or less," Weihl said at the time. "In three years, we could have multiple megawatts of plants out there."

A Google spokesman said that Weihl had left Google earlier this month.

Google noted in its blog post that it would continue efforts to generate "cleaner, more efficient energy," including procuring renewable energy for its data centers.

Among the other projects included in Tuesday's "spring cleaning" were Google Knol, Google Search Timeline, Google Gear, Google Friend Connect, Google Bookmarks Lists and Google Wave, an ill-fated social networking and communication service that Google had previously said it would cease developing.

Google said that in December its email and calendar applications will no longer work with Gears technology, which allows Google's software to work when not connected to the Internet. Google said it is working to create offline capabilities into HTML5 technology instead.

Google Friend Connect, which allows website publishers to add social features to their sites, will be retired in March for all non-Blogger websites, Google said. It suggested that websites use its Google+ social network instead.

Earlier this year, Google said it would "wind down" Google Labs, a website that offered public access to experimental Google products, as well as terminating products that let consumers monitor their home energy consumption and keep track of their personal health records.

Shares of Google, which finished Tuesday's regular trading session down 94 cents, were up 86 cents at $580.86 in after hours trading.

Man in Australian $1M suitcase mystery charged (AP)

SYDNEY ? A man questioned by Australian police about an abandoned suitcase stuffed with nearly 1 million Australian dollars ($970,000) has been charged with assault and dealing in the proceeds of the crime.

New South Wales police announced the charges Friday, but they haven't said where they think the money came from.

Workers at a Sydney eatery say the suitcase was left there Tuesday by a nervous-looking man, and they were initially worried it might contain a bomb.

In a release, police said they found the 49-year-old suspect in a dazed state later Tuesday. When he was taken to the station, police allege he assaulted three officers, causing them minor injuries. The man was then treated at a local hospital.

The man was denied bail and is due in court Friday.

McCreery says 'Idol' win seems like yesterday

The past year has been a whirlwind for ?American Idol? champ Scotty McCreery. After all, he went from singing for a shot at success to winning big to releasing his debut album in just a matter of months.

Before topping all of that off with a Thursday performance at the Macy?s Thanksgiving Day Parade, McCreery stopped by TODAY to talk about how far he?s come.

?Just a year ago, we were packing for Hollywood week,? McCreery recalled. ?Just to make it past that, let alone be here? It seems like yesterday. I?m telling you, this has been the fastest year. It?s like I was just here with Lauren (Alaina), and we were singing here. It?s been cool though. I?ve been enjoying every minute of it.?

But despite the rush of new opportunities and celebrity obligations, the 18-year-old high-school senior hasn?t left the basics behind.

?I was at school yesterday,? he said with a smile. ?We left from school to go to the airport to fly out here. I enjoy it. They treat me like I never left.?

Still, McCreery knows he?s not the typical school kid, which is one of the reasons he?s decided to remain girlfriend-free ? for now.

?I?m a busy guy right now, and I try to really focus on the music and stuff,? he explained. ?That?ll happen. It?ll sort of take care of itself. I?m just trying to lay low.?

Yemen's Saleh says he'll work with next government (AP)

RIYADH, Saudi Arabia ? Yemeni President Ali Abdullah Saleh says he will cooperate fully with his country's new proposed unity government after he signed an agreement to transfer power to his vice president.

Saleh spoke Wednesday after signing a proposal by his country's powerful Gulf Arab neighbors aimed at ending his country's 9-month old uprising.

Saleh spoke of the cost of the uprising to Yemen, but did not mention the demands of protesters who called for his ouster. Instead, he referred to the protests as a "coup" and called a bombing of his palace mosque that seriously wounded him "a scandal."

The plan calls for a power transfer to Saleh's vice president, Abed Rabbo Mansour Hadi, within 30 days and early presidential elections within 90 days.

Saleh was shown on Arabic satellite television stations Wednesday signing a proposal by his country's powerful Gulf Arab neighbors to end his country's 9-month old uprising.

Saudi state TV showed a smiling Saleh sitting next to Saudi King Abdullah in the Saudi capital Riyadh as he signed four copies of the proposal. He then clapped briefly.

The plan calls for a power transfer to Saleh's vice president, Abed Rabbo Mansour Hadi, within 30 days and early presidential elections within 90 days of the signing. It also calls for a two-year transition period.

The deal gives Saleh immunity from prosecution.

Penn State football players lived by special rules: ex-official (Reuters)

STATE COLLEGE, Pa (Reuters) ? Penn State University football players received special treatment when they got into trouble, the university's former chief disciplinarian said on Tuesday.

Longtime football coach Joe Paterno and then-university President Graham Spanier were involved in years of debate that ended in changing the rules for how football players were disciplined, said Vicky Triponey, the vice president for student affairs from 2003 to 2007.

"The consequence of these accommodations put us in the position of treating football players more favorably than other students accused of violating the community standards as defined by the student code of conduct," Triponey said in a statement emailed to Reuters on Tuesday.

Her comments were another blow to a university and once-storied football program now reeling from allegations of child sexual abuse and a cover-up.

Former assistant football coach Jerry Sandusky faces 40 counts of sexually molesting boys over a 15-year period. He was charged by a grand jury on November 5 and has denied any wrongdoing.

Paterno, 84, the winningest coach in major college football, and Spanier were fired by trustees this month for failing to tell police about the allegations of sex abuse. The former athletic director and a top finance official face perjury charges in the case.

The scandal has raised concerns that a culture of special treatment for the football program under Paterno allowed Sandusky's alleged conduct to continue for years.

Triponey said that during her time at Penn State there was an "ongoing internal debate" about who should decide about how to discipline Penn State football players.

Those involved included herself, the athletic administration, Paterno and Spanier, she said. Triponey also met Spanier and Paterno separately and together to discuss cases involving football players.

Spanier and Paterno made "suggestions, requests and at times demands" to change the process or soften punishment for players who had broken rules, she said.

"As a result of these various meetings and conversations, my staff and I felt compelled to alter how we handled cases involving Penn State football players," said Triponey, who now heads special projects for a non-profit in Charleston, South Carolina.

A university spokesman was not immediately available to comment.

The Wall Street Journal reported on Tuesday that differences over treatment of players came to a head in 2007,when police charged six football players for barging into a campus apartment that April and beating up several students, one of them severely, according to one former school official.

That September, following a tense meeting with Paterno over the case, Triponey resigned her post, saying at the time she left because of "philosophical differences."

Police dropped many of the charges against the players, and two pleaded guilty to misdemeanors, the newspaper said. The school's inquiry led to four players being suspended for a summer semester. They did not miss any games.

NEW DELHI ? A fire tore through a makeshift tent at a gathering of thousands of eunuchs in the Indian capital, killing 15 people and injuring at least 36 others, police said.

Emergency workers said Sunday's blaze was most likely caused by an electrical short and quickly spread through the tent, which was about 100 feet (30 meters) long.

The tragedy struck at a prayer ceremony and feast celebrated by the marginalized community.

About 5,000 eunuchs had gathered for the event that's held once every five years, said Shapo, an organizer of the event at a fairground in the Nandnagary neighborhood of east Delhi. Shapo, like many eunuchs, uses only one name.

Sunday was the first day of the 20-day event, said Ratna, an attendee.

The term eunuchs is used in India to describe transvestites, transsexuals and others who identify themselves as neither male nor female but as a member of a third gender. They traditionally survive by begging, dancing at weddings or blessing newborn babies and are frequently subjected to discrimination.

India's eunuch population is estimated to be about 700,000.

One witness at the scene, Angelie, said there was a loud short, then flames suddenly erupted and a gas cylinder exploded. Crowds of people ran to the exit from the fairground, Angelie said.

The Press Trust of India news agency reported that local residents raced to the area to pull the injured from the blaze before police and fire fighters arrived.

News reports said that the government had ordered an investigation into the cause of the accident.

Penn State picks ex-FBI chief for internal inquiry

Penn State University trustees on Monday named former FBI Director Louis Freeh to head an independent investigation into the child sex abuse scandal that has rocked the university.

At a press conference, Freeh said the investigative team run by his law firm had established its own toll-free hotline for tips relevant to the allegations against former Penn State assistant football coach Jerry Sandusky, and would examine gaps in Penn State's "control environment" and culture.

Freeh said his investigation will go beyond the timeframe laid out in a grand jury report released earlier this month. The report alleges a series of sexual assaults by Sandusky, some on Penn State's campus.

Freeh vowed to investigate activities stretching back to the mid-1970s.

Retired Air Force Col. and astronaut Guion Bluford will be part of the investigation. Bluford is a 1964 Penn State graduate.

Sandusky to NBC: "I am innocent of those charges"

Sandusky has denied sexual contact with children but acknowledged showering with boys and embracing them.

Sandusky was charged this month with multiple counts of sexually abusing young boys over a 15-year period. Two former university officials were charged in an alleged cover-up.

The board of trustees fired legendary football coach Joe Paterno and Penn State's president for failing to tell police about the abuse once they learned of it.

Multiple investigations have been launched into what led to Sandusky's alleged crime and the university's response, including the one by the board of trustees that has now engaged Freeh and his law firm.

"We have to do an investigation that is perceived by everyone as fully impartial and comprehensive," said Ken Frazier, chairman of the trustees' special committee.

Freeh, who was FBI director from 1993 to 2001, has no connection to the university or even to the state of Pennsylvania, Frazier said.

Freeh said the team of investigators he has put together would include former FBI agents and assistant district attorneys, including some with experience in pedophile cases.

Night-vision material unveiled

A US-based team of scientists claims to have invented a material that releases over two weeks of night-vision light after just one minute's exposure to the sun.

The University of Georgia team says the near-infrared emitting substance could offer the military "secret" illumination at nighttime.

It says the all-weather material could also revolutionise diagnostic medicine.

The details are published in the latest issue of the Nature Materials journal.

The material combines the well-known near infrared-light emitter trivalent chromium ion with zinc gallogermanates - a complex oxide compound.

The chromium ions normally release all of their near infrared-light in the space of a few milliseconds after being exposed to "excitation light", such as sunlight.

However, the zinc and gallogermanates create a "labyrinth of traps" for the energy causing it to be released over an extended period of up to 360-hours.

Night-vision paint

The scientists tested this material in a variety of conditions and found it could be rapidly and repeatedly charged even if the day was cloudy, overcast or rainy.

The team said the phosphorescent substance did not need to be exposed to direct sunlight. It took on a charge in shadows, underwater or even submerged in a corrosive bleach solution. Fluorescent lights also activated the process.

Lead author, Zhengwei Pan, said the material could be added to ceramic discs or mixed into paints and inks by the army and others.

"The military and security services could use this for identification purposes - either to locate people or equipment in the night so that only people with night vision goggles could see them," Prof Pan told the BBC.

Moody's warns on French borrowing costs (AP)

PARIS ? Ratings agency Moody's has warned that France's creditworthiness remains under pressure after market jitters last week saw its borrowing costs rise to record levels.

In a weekly note, Moody's Investors Service analyst Alexander Kockerbeck says that if the high borrowing costs persist for an extended period it would have "negative credit implications" for the triple-A rated country's credit outlook.

The agency says France faces "significant downside risks," with a chance that higher taxes and lower spending will undermine the economic growth France needs to balance its budget by 2016, as pledged.

Moody's has a stable outlook on France's credit rating, but last month it said it might put France on notice for a possible downgrade because of weakening growth and the high cost of bailing out struggling neighbors and banks.

Older but wiser Dan Henderson returns to UFC with eye on two titles

No one leaves the UFC voluntarily. Dan Henderson broke that unwritten rule back in 2009 when he bolted for a bigger deal with Strikeforce. It appeared that he'd never fight for Dana White again, but crazy things happen in the world of MMA.

A nasty win streak combined with Zuffa's unexpected purchase of Strikeforce, has Hendo right in the middle of the mix again with the UFC. The former PRIDE middleweight and light heavyweight champ faces a fellow PRIDE veteran and former UFC 205-pound champ Mauricio "Shogun" Rua in the main event of UFC 139 tomorrow night in San Jose, Ca.

"I didn't know what to expect," Henderson told UFC.com's Tom Gerbasi. "When I left the UFC and went to Strikeforce, I didn't know what was in the future. It was always a possibility; I knew the UFC wasn't going anywhere and I know I didn't leave on bad terms at all, so it was a matter of how things worked out at Strikeforce. And (UFC President) Dana (White) missed me so much he had to go buy Strikeforce."

At the time, White thought Henderson (28-8, 5-2 UFC) wasn't worth the money he was getting from Strikeforce and that his style wasn't that crowd pleasing. Henderson changed that image by turning off the lights of Renato "Babalu" Sobral, Rafael Cavalcante and Fedor Emelianenko. Amazingly, he posted those dynamic finishes of three veteran fighters at the ages of 40 and 41.

Henderson seems to be getting better. The former Greco-Roman wrestling Olympian (1992 and 1996) says he's gotten more proficient at pinpointing what he needs to do before and during fights to counter the aging process.

"[...] Give me a week and I'll give you a list of what I used to be able to do. But the key is experience, knowing that I can relax in a lot of places where I used to not relax. I could keep going back then, but now I go when I need to go, and I put my energy and strength in the right places."

An impressive win by Henderson could put him in line for a title shot against Anderson Silva at middleweight or 205-pound phenom Jon Jones. Chael Sonnen showed holes in Silva's game. Jones is slowly earning the label of unbeatable, but Henderson doesn't agree.

"I do think that would be a fight I would enjoy. He's awkward and unorthodox and it creates something to think about and how to beat that, and that's what excites me these days," Henderson said. "I'm not one to buy into things too quickly. I've been doing this for a long time and seen a lot of guys beat a lot of tough guys really quick and then die out. I think he's going to be around a long time, he's just going to get better. But at this point he's still got a lot to improve on, and he's athletic and talented and he does learn. He's got a huge future, but I think he's got a little ways to go."

Henderson is excited about his future which could resemble a Randy Couture or Bernard Hopkins-like run down the stretch.

"I do this for the challenge as well, and not saying there's not tough guys to challenge me in Strikeforce, but the bigger fights and better matchups for me right now are in the UFC, so I think I will be retiring in the UFC, and not somewhere else," he said. "I'm not retiring soon, but I won't be going anywhere and I'll be fighting the remainder of my fights in the UFC I'm sure."

Climate Finance at COP17 Durban | WRI Insights

From November 28 to December 9, negotiators will gather in Durban, South Africa, for the United Nations Framework Convention on Climate Change (UNFCCC) COP17 meeting. An outcome on climate finance ? funds to support climate change mitigation and adaptation activities in developing countries ? is a key part of the overall Durban agreement. This includes agreeing on how the Green Climate Fund (GCF) will be structured and governed, setting in motion a process to identify how developed countries will meet their long-term finance commitment of $100 billion by 2020, and agreeing on the role, composition and functions of the Standing Committee, a body that will monitor finance flows and enhance overall decision-making on climate finance.

The Green Climate Fund

The GCF was established last year through the Cancun Agreements to deliver large scale financial resources to developing countries for climate change adaptation and mitigation. It is seen by many, particularly developing countries, as an opportunity to create a more legitimate institution that gives all countries ? developed and developing ? an equal voice. The GCF could also be a vehicle for scaling-up the delivery of climate finance to catalyze an economy-wide shift towards low-carbon and climate-resilient development, including by incentivizing major shifts in private sector investments.

Over the course of the year, a 40-member body called the Transitional Committee (TC) has met regularly to design the Fund. At its final meeting in Cape Town last month, the co-chairs of the committee produced a final draft report that sets out the proposed design of the GCF and the arrangements to make it fully operational.

The draft represented good progress and compromise by all members, but could not be adopted unanimously due to concerns raised by the United States and Saudi Arabia. The U.S. argued, for example, that the draft text did not give the Board of the GCF enough independence from the COP. As a result, the TC decided to forward the draft report ? rather than a final decision ? to the COP for consideration and approval in Durban.

In the absence of a unanimous endorsement by the TC, the risk rises that the delicate compromises reflected in the Cape Town text ? on the Fund?s thematic windows, the institutions eligible for channeling GCF funds, and sources of the GCF?s funds ? will unravel. Thus, the challenge in Durban will be to preserve the compromise reached, while finding ways to resolve outstanding issues without undoing the good work that has been done over the last 12 months.

Long-term finance

At the 2009 Copenhagen COP, developed countries committed to mobilize $100 billion a year for climate change adaptation and mitigation by 2020. The resources are expected to come from ?a wide variety of sources, public and private, bilateral and multilateral, including alternative sources of finance.? Two years on, it remains unclear how these resources will be mobilized and the relative share of each of the sources identified.

A number of ideas for mobilizing the $100bn have been put forward, including by the UN High Level Advisory Group on Climate Change Financing, the IMF and World Bank, and even by Bill Gates. Options include pricing emissions from international air travel and shipping; auctioning emissions allowances in developed countries; eliminating developed country subsidies to fossil fuels and using these resources to support climate action; and putting a financial transaction tax on excessive speculative financial flows. Turning these ideas into reality requires developed countries to take action domestically and collectively, and they have yet to demonstrate that they are making progress towards this goal.

The lack of demonstrable progress has prompted developing countries to call for a decision in Durban clarifying how developed countries will raise long-term funds. The U.S. and some other developed countries have argued that reaching the goal should be left for them to determine outside the UNFCCC process, and are unwilling to discuss the issue further in Durban. But, many developing countries remain wary of the developed countries? ability to follow through on their commitment, and this lack of confidence has been worsening with the unfolding economic and political events in some of the major developed countries.

The challenge in Durban, therefore, is how developed countries can assure their developing country counterparts that they do actually have a plan to get to $100bn by 2020. A roadmap that sets some key targets and deadlines for inputs from developed countries and other experts, and technical discussions on these plans, creates a process that could result in firm commitments by developed countries at the next COP.

Standing Committee

The Cancun Agreements also established a Standing Committee (SC), a body of limited membership, to assist the COP in improving coherence and coordination in the delivery of climate financing, reconciling the role of different funds linked to the UNFCCC (including the Global Environment Facility, and the GCF when established, among others), mobilization of financial resources, and measurement, reporting and verification of support provided. In Durban, Parties will need to agree on the composition of the committee, and its specific roles and functions.

While arguably less divisive than some of the other topics, the SC is still contentious. Divisions exist over the nature of the role the SC is expected to play. Will it be an advisory role to the COP preferred by developed countries and seemingly consistent with the Cancun Agreements, or a supervisory role on behalf of the COP, preferred by developing countries as a way to exercise greater control over the climate funds accountable to the COP?

Either way, the COP and the SC need a mandate that bolsters their capacity to mobilize financial resources, ensure coherence and coordination among the proliferating funds and funding initiatives, and verify reported flows of financial support provided to developing countries. Accountability lines between the SC, the COP and the UNFCCC funds will also need to be clarified. The challenge in Durban will be to clarify these roles and responsibilities in a manner that makes decision-making on climate finance issues more effective and avoids overlapping mandates.

Conclusion

Successfully resolving these three issues in Durban will represent a major step forward in supporting developing countries? transition to a low-carbon, climate-resilient development pathway. Developing countries need to have confidence that developed countries can and will meet the ambitious, albeit insufficient, target of mobilizing $100 billion by 2020 without a financing gap in the period between 2013 and 2020. An agreement on a roadmap for identifying sources of finance that will help them reach the $100 billion target will provide the confidence that this transition can indeed be financed. It?s important to note that even these funds are relatively modest compared to the estimated need ? according to the International Energy Agency, around 1 trillion USD of investment will be needed annually to make this transition just in the energy sector, as we go out to 2035 and 2050.

Agreements on the governance and interim arrangements of the GCF, including seed funding to get its work started, as well as on the composition, role, and functions of the Standing Committee will also send a clear message that developed and developing countries are committed to building institutions that can deliver real change over the long-term. Collectively, these decisions will give developing countries the certainty that they need to develop holistic and long term policies, plans, and strategies to transform their economies, as well as send a signal to the private sector that their climate-friendly investments are sound and will pay off.

A new study of flower petals shows evolution in action, and contradicts more that 60 years of scientific thought.

The findings are reported by a scientist from UC Santa Barbara and a research team from Harvard University in the Proceedings of the Royal Society B this week.

Columbine flowers, known as Aquilegia, evolved several lengths of petal spurs that match the tongue lengths of their pollinators, including bees, hummingbirds, and hawkmoths. The petal spurs are shaped like a tubular pocket and contain nectar at the tip. The spurs grow from 1 to 16 centimeters in length, depending on the species.

The research team discovered that longer spurs result from the lengthening of cells in one direction, called anisotropy, and not from an increased number of cells. This finding contradicts decades of scientific thinking that assumed the elongated petals form via continued cell divisions.

"When we went in and looked at this in detail, we found that even the super-long-spurred flower doesn't differ much in cell number from the short-spurred one," said Scott A. Hodges, professor in the Department of Ecology, Evolution, and Marine Biology at UCSB.

He said that most studies of shape, particularly of leaves and of some flower parts, have focused their attention primarily on genes controlling cell division. "What this study is saying is that you don't want to just look at those kinds of characteristics; here's this whole other way to produce a tremendous amount of shape diversity without involving cell divisions," said Hodges.

In long-spurred plants, the spurs reach the same length at the same point in time as the short-spurred flowers, but they keep on growing, said Hodges. The rest of the flower has to wait for the spurs to lengthen. Until then, the pollen can't be released and the ovules are not ready to be fertilized. The flower has to stop that part of development while the spurs grow. Then, almost a week later, those flowers become reproductive, after the spurs have grown longer.

The evolution of petal spurs in columbines is considered a textbook example of adaptive radiation. Like Darwin's finches, over time, the columbines evolved a variety of species to exploit different ecological niches. The short-spurred columbines can be easily pollinated by bees. Hummingbirds have long beaks and tongues and can pollinate flowers with spurs of medium length. Hawkmoths have very long tongues and can pollinate columbines with the longest spurs, such as Aquilegia longissima.

Fund backs cervical cancer vaccine in poor nations (Reuters)

LONDON (Reuters) ? The GAVI international immunizations group has agreed to fund the roll-out of vaccines against cervical cancer in developing countries, offering protection against a disease that kills one woman every two minutes.

Nearly 90 percent of the 275,000 deaths every year occur in poor nations, where cervical screening programs that are routine in rich nations are virtually non-existent.

The Global Alliance for Vaccines and Immunisation said up to 2 million girls in nine developing countries could be protected from cervical cancer by 2015 under the program, which still depends on negotiating a final price deal with manufacturers.

Nina Schwalbe, its managing director for policy and performance, said discussions were ongoing with the makers of the world's two approved HPV vaccines, Merck & Co Inc and GlaxoSmithKline Plc.

Human papillomavirus, or HPV, is a sexually transmitted virus that causes most cases of cervical cancer.

Adolescent girls are commonly vaccinated against HPV in Europe and the United States but the greatest need for the vaccine is actually in the developing world, where the burden of disease is far higher.

"For women in developing countries this is the only option," Schwalbe said in a telephone interview from Dhaka, where a GAVI board meeting gave the green light to the initiative.

"The introduction of an HPV vaccine is a major public breakthrough -- but to date this vaccine has only been available for women who live in developed countries."

For GAVI, which was set up a decade ago with backing from governments and Microsoft Corp co-founder Bill Gates, the decision to back HPV vaccination marks a step change, since until now it has been focused on vaccinating infants.

Merck's Gardasil and GSK's Cervarix are designed for use in girls aged between 10 and 13 years.

The first developing countries could be up and running with vaccination programs from 2013, with Rwanda and Vietnam -- both of which have conducted pilot vaccination programs -- likely to be among the first.

U.S. drugmaker Merck said earlier this year it would offer GAVI its Gardasil shot at a discounted price of $5 per dose, implying a cost of $15 for a three-dose course. Schwalbe described this as "a good starting offer."

Britain's GSK has not made a public price offer.

GAVI's move to close inequalities in access to HPV vaccination was welcomed by UN Secretary-General Ban Ki-moon, who also praised a separate plan by the Geneva-based group to open a funding window for vaccines against the rubella virus, which can lead to birth defects.

CFTC official: Something 'nefarious' happened at MF

"(I)t's either nefarious or illegal ..."

Those?are the words of Bart Chilton, an official with the U.S. Commodity Futures Trading Commission (CFTC). He was referring to the approximately $600 million?of clients' money missing from?now-bankrupt broker MF Global, which was run by former New Jersey Governor Jon Corzine.

The CFTC is one of a number of agencies, including the FBI,?investigating whether?MF Global used clients' money to cover itself amid?bad bets on European debt. MF Global, which has been around?for more than 200 years, filed for bankruptcy on Oct. 31.

"I can?t comment on the investigation, but it looks suspicious as heck to me,??Chilton, a Democratic commissioner with the CFTC, told CNBC when asked about the missing money.

?It?s either nefarious or illegal, in my personal opinion,? he added. "The money should be there. It's not."

Neither MF Global nor Corzine, a former?Goldman Sachs CEO,?has been charged with any wrongdoing.?MF Global, which?laid off its entire staff on Nov. 11, was not available to comment.?
