Hillary Clinton: Iran will do 'whatever it takes' to prop up Syrian 'crony'

Secretary of State Hillary Rodham Clinton said Friday that the US would send another $45 million in aid to Syrian rebels. But that pales in comparison to what Iran is doing to save President Assad.

According to the United States, a lack of coordination among the various rebel groups taking control of growing swaths of Syria is one of their principle weaknesses.

To help remedy that, Secretary of State Hillary Rodham Clinton on Friday announced an additional $15 million in communications equipment to enhance cooperation among Syria?s opposition players ? from rebel fighters to the new ?revolutionary councils" popping up to administer local services in liberated zones.

Secretary Clinton unveiled the new aid package at a New York meeting of countries working with the Syrian opposition. And she used the meeting to call attention to the threat she said Iran poses with its deepening involvement in the Syrian civil war.

?Let?s be very frank here,? Clinton said. ?The [Bashar al-Assad] regime?s most important lifeline is Iran.?

Adding that ?there is no longer any doubt that Tehran will do whatever it takes to protect its proxy and crony in Damascus,? she urged Syria?s neighbors to take the necessary precautions to stop Iran from smuggling weapons and materiel into Syria through their air space or territory.

Clinton also announced $30 million in additional humanitarian aid for Syria?s beleaguered civilian population. Experts estimate that as many as 1.5 million Syrians may now be internally displaced, while soon as many as 700,000 will have left the country.

Friday?s meeting underscored how the major Western powers supporting the Syrian opposition continue to limit their aid to nonlethal military and humanitarian assistance, as well as some advisory help for civilians. By contrast, Iran and other outside players supporting President Assad are supplying him with arms and even boots on the ground.

Recently, commanders of Iran?s Revolutionary Guard Corps bragged that they are on the ground in Syria, and US intelligence officials say Lebanon?s Hezbollah Shiite Muslim extremist organization is also operating inside Syria on Assad?s behalf, though it is not thought to be carrying out military operations there.?

On the rebels? side, countries aligned against Assad ? including Turkey, Saudi Arabia, and Qatar ? are said to be providing some arms, but not the heavier weaponry the rebels have been seeking.

I usually try to keep things pretty light over here but I wanted to post to get the word out about something. As you know, I love my pets like they're my kids and I know that so many of you do too. For some time now, I've been a member of a group that is fighting to get dangerous pet treats off of store shelves and when reflecting on ?all of the sweet photos that so many of my friends post of your own pets on their blogs, I wanted to share some info with you.

Did you know that on the shelves of most retailers, you can find pet jerkies and treats that can not only make your pets horribly ill but can kill them? Sadly, it's true. Most vets and pet owners don't even know about this situation. Though word is leaking out, it's slowly leaking out - and that's just not good enough if you ask me. ?Of the known cases, 360 dogs have died and 2200 others are currently very ill from eating pet treats made in or with ingredients outsourced from China. And those are just the cases that are known about. There are no doubt countless thousands of other cases were pets have become sick and in many cases died and the owners do not know why. I can not bear the thought of any of your pets becoming ill or dying.

Please take a moment to see what is the treats that your pets are eating. If they're from China, dump them. If they're made by Waggin' Train, Canyon Creek Ranch or Milo's Kitchen, then dump them. You may be saying, "They have to be safe! The government wouldn't let them be on shelves if they weren't." Unfortunately, that's not true. Most of you can probably remember news stories about people and pets dying from tainted foods that have come from China. There was a reason that this happened and it's because inspections and laws are not nearly strict enough. And in the case of these treats, the FDA does know about them but as they have not been able to specifically identify the ingredient or ingredients that is harming pets, they can not issue a recall. And quite honestly, they're not trying hard enough to. One manufacturing plant even refused to let them come in to inspect and still, their products are being shipped around the world for consumption by beloved pets.

NHL, locked-out players resume bargaining

NEW YORK (AP) ? The NHL and the players' association seemingly had a good day on Friday as they returned to the negotiating table.

It just wasn't good enough to bring the sides all that much closer to the end of the lockout that threatens the start of the hockey regular season.

The league and the union got back to bargaining for the first time since players were locked out on Sept. 16, and the sides discussed secondary issues without broaching the big economic divide that really is the essence of the dispute.

"It was a good day," NHL Deputy Commissioner Bill Daly said Friday night after the second negotiating session of the day. "I wish we had spent today on what we consider to be the more meaningful issues, but it is what it is."

The sides were together for a total of about five hours ? including a private meeting between Commissioner Gary Bettman and union head Donald Fehr.

A handful of players also took part in the talks.

The groups agreed on issues related to player safety and drug testing, areas that weren't expected to be contentious. They will get back together on Saturday morning, and plan to meet on Sunday, too, but the topics of discussion still don't seem to include the big dollar issues.

"I don't know if I would say significant, but we did seem to make some progress on a number of things. Hopefully we will continue," NHL Players' Association special counsel Steve Fehr said. "There is no plan right now to discuss core economic issues."

And that is where the frustration lies. The NHL is waiting for the players' association to make a counterproposal to one the league made to the union in the previous bargaining session more than two weeks ago.

"We can't make them talk about what they don't want to talk about," Daly said. "In fairness, we do have to cover these issues if we're going to reach an agreement. What we're doing today is important, it's just not the most important things we can be doing.

"We've made at least two consecutive moves in significant dollars in their direction, and they haven't moved a single dollar in our direction since Aug. 4."

Former player Mathieu Schneider, now an NHLPA special assistant to the executive director, said Friday morning that there were agreements on more rigorous drug testing, expanding it to parts of the year during which testing is not currently done.

Neither side sees the use of performance-enhancing drugs as a problem in the NHL.

"We're in agreement that it's not an issue in our sport," Schneider said. "I think it's in the players' best interest as well as the sport to close off any possible time during the year where players could use."

Other topics on tap for Friday and through the weekend are various health and safety issues, time players spend at training facilities, and other non-economic topics.

"We like to say that nothing is agreed to until everything is agreed to, but we've certainly made some headway," Schneider said. "A lot of it was done previous to this morning. We're taking notes of where we stand. I would say that we have a lot of mutual ground that we have found agreement on."

It is not impossible that monetary issues will come up for discussion in this round of talks, they just aren't scheduled. Neither side has indicated it is prepared to make a new offer now regarding how to split up the more than $3 billion annual pot of hockey-related revenue.

"In general, when you're dealing with collective bargaining, when you start to have agreements on smaller issues, it can lead to bigger issues," Schneider said, "but it's still too early to say."

These are the first talks since the lockout was put in place on Sept. 16 and they came a day after the league canceled the remaining preseason games. The regular season is to start Oct. 11.

If a deal isn't reached soon, regular-season games will be in danger of being lost. The NHL canceled the entire 2004-05 season because of a lockout that eventually led to the collective bargaining agreement that expired this month.

"The calendar continues to tick along," Daly said. "My guess is as time goes on, regular-season games are at risk. I don't think it can be any more urgent than where we are now. We've had that level of urgency for a long time. In some respects you can meet all you want, but if there is no compromise or no movement or no new proposals I am not sure at the end of the day what you're meeting over.

"There is a very high degree of urgency certainly on our side. I can't speak for their side, but I am sure they would tell you there is a degree of urgency there, too."

Steve Fehr contended that the players' association is willing to discuss any issues at any time to try to make a deal soon.

"We can discuss the core issues whenever they want to do it," he said. "Bargaining is not ping pong. There are no rules on who has to serve.

"I don't want to use the adjective optimistic, but it was a productive discussion. We had a good session and hopefully it will continue and build momentum."

Costa Rica: A Good Place to Be a Woman | Latina Lista

Here?s the data. Costa Rica ratified the Convention on the Elimination of All Forms of Discrimination against Women, the international women?s bill of rights, in 1986, and its Optional Protocol in 2001. (The US has yet to ratify it.)

An Act Promoting the Social Equality of Women became law in 1990. The Beijing Declaration and World Platform for Action that followed the 4th World Conference on Women in 1995 inspired a new series of laws and policies in Costa Rica. Its National Institute for Women (INAMU), established in 1998, oversees all policies that affect women. A cabinet-level Minister on the Status of Women serves as Executive Secretary of INAMU.

  • At least in the formal sector, Costa Rican women earn 90% of what their male counterparts earn.
  • Women hold 39% of the seats in the national legislature.
  • The 2012 Social Institutions and Gender Index ranks Costa Rica #2 overall among 86 non-OECD countries, up from 5th place in 2009.

?Non-OECD? means that Costa Rica, like first-place Argentina, is classified as a developing country. What?s more, it?s a Latin country, one of those whose language and culture gave us the word machismo, and its complement, marianismo.

So, yes, there?s a gap between law and practice. Those of us who live in one of the 34 OECD member, or most-developed countries, know we have gaps here too ? some big enough to swallow lives.

Costa Rican President Laura Chinchilla Miranda is committed to closing the gaps. ?Women continue receiving less salary for the same kind of job,? she said in a 2011 Forbes interview. ?Women have a higher unemployment rate in our country. When you analyze the composition of poverty, you will find that most of the families in poverty are being run by a woman. Also, a big issue is violence against women.?

Here?s a quick summary of what I?ve learned about policy and practice, from both research and conversations with those who know the country best.

Family Status

In 1973 Costa Rica became one of the first countries in the world to pass legislation granting parental authority to both spouses. This law also provides for equality in the case of divorce. A 1995 law on common-law marriages took it a step further, providing for equality between cohabiting partners. The 2001 Responsible Paternity Act outlaws discrimination against women with children born out of wedlock or not recognized by the father.

The government of this predominantly Catholic country considers sexual and reproductive health a fundamental right. Women?s access to contraception is guaranteed by the General Health Act, and the Ministry of Health runs outreach programs to increase the use of reproductive health services, including access to contraception. According to the CIA?s 2012 World Factbook, Costa Rica?s birthrate is 1.92, below ZPG and slightly below the US rate of 2.06.

The legal marriage age is 18, but 15-year-olds can wed if both parents give permission. In 1986, 20% of marriages involved teens. By 2010 that number had been almost halved, to 10.5%.

And who does the dishes? As in the US and other ?developed? countries, the domestic power balance is tilting toward equality, and it?s still far from ideal.

Education, Employment, and Economic Status

According to UNICEF, enrollment and attendance rates at primary and secondary schools are higher for Costa Rican girls than for their brothers. The high school enrollment rate is 92% for girls and 87% for boys. High school attendance rates, at 65% and 59% respectively, are lower for both genders but follow the same proportion.

The rate of women?s employment grew 26% between 2000 and 2012, according to an August 2012 World Bank report. The law requires that Costa Rican women and men receive equal pay for equal work. Women are entitled to four months paid maternity leave at 100% of wages, plus three months more in case of medical necessity. Half the payment comes from the national social security system and half from the woman?s employer, as long as she was contributing to Social Security for six months in the year preceding pregnancy. When that?s not the case, the employer pays two-thirds of her salary. Pregnant or nursing mothers cannot be fired except for cause, like any other employee. These rules apply only to women in the formal economy, and not to the many in domestic service or the informal economy.

Even domestic workers have some security, though. Along with Argentina, Chile, Brazil, and Panama, Costa Rica has instated means-tested national pension programs for both women and men that do not depend on money paid in. This is especially important for women because we live longer than men. The nation?s poverty rate is just 2%, according to the PensionWatch Country Fact File.

Political Power

Observers note that quotas have been more effective in Costa Rica than in any democratic country anywhere. President Chinchilla Miranda, who took office in 2010, is the nation?s first woman president, one of three currently serving in Latin America and twenty worldwide. The deputy chief justice of the Supreme Court is a woman and so are the presidents of the High Court of Civil Appeals and the Constitutional Chamber and the ambassador to the US.

Central America

The country?s Supreme Electoral Tribunal (TSE) now requires that a minimum of 50% of candidates for elective office be women and, significantly, that women?s names be placed alternately with men?s on the ballot for each party slate. In August the TSE reported that 49% of the candidates running for office in the December local government elections are women. Women are almost 39% of the legislature, holding 22 of 57 seats and including the vice president of the assembly, the government party leader, and nine legislative committee chairwomen. (The percentage is 17% in the US.) There were 7 women in the 21-member cabinet as of May 7, 2012.

Violence against Women and Children

The National Institute for Women is particularly active on issues relating to violence against women, providing services to victims as well as advocating for better legal and practical protection. Sex work is legal, but pimping is against the law. Sexual violence remains a problem, with some evidence that rates have increased in recent years. Trafficking in women and even children is a growing concern.

The burgeoning eco-tourism, which has been a boon to the economy, brings sex tourism as well. Prisons, including the women?s prison, are overcrowded, mostly because of drug-related offenses. In the Forbes interview, President Chinchilla described her country as ?caught between the producers in the South and the consumers in the North.? She was talking about drug traffic, but it?s also true of traffic in persons.

These are serious, serious problems. ?It?s easy to come and do bad stuff because there aren?t a lot of police outside the capital,? says Sharon Ann Wildey, an American resident of Costa Rica who loves the country and its people and generously shared her impressions. Even one incident of sexual violence or child abuse is one too many. Yet there is no widespread impunity, according to the US Department of State?s 2010 Human Rights Report.

Ticos support their government because it provides them with education and what Wildey calls ?heroic? medical care. They don?t want government involved in their everyday lives, and outside the capitol and the coastal regions, where crime and police power are both concentrated, they have a rough, macho way of taking matters into their own hands. Overall, perhaps it?s still a good thing to have more teachers than police, as my previous article suggested.

Or maybe not. Is Costa Rica one of the best places in the world to be a woman?

Newsweek?s 2011 list of the 20 best places had no winners in Africa, the Middle East, or Latin America. Can a country that loves peace be a bad place to be a woman?

In hindsight, I shouldn?t have complained about the Monday night debacle.

After all, I picked the Seahawks to win by a point and, thanks to the replacement officials, Seattle won by two.? Since MDS picked the Pack, it allowed me to win the weekly contest with MDS by two, 9-7 versus 7-9.

Given the crazy, upside-down games from Week Three, I?ll take a winning record and run with it ? as quickly as the Seahawks ran with their unwarranted win.

For the season, I?m now 27-21, and MDS is 26-22.

MDS?s take: Browns rookie quarterback Brandon Weeden has actually looked decent the last two weeks, after a disastrous Week One. But the Ravens? defense will bring far too much heat for Weeden to handle. I look for Haloti Ngata to pound Weeden into the turf a few times on Thursday night.

MDS?s take: The Texans are the best team in the AFC South by such a large margin that the question for me isn?t whether they?ll win the division but how quickly they?ll clinch. My guess is some time around Week 11. This win will be another step toward that.

Florio?s take:? Yeah, I picked the Titans to win the division.? And if they upset the Texans on Sunday, the Titans will thrust themselves into the conversation.? And if they upset the Texans, it will mean that I picked this specific game incorrectly.? Despite last weekend?s epic in Nashville, the Titans aren?t nearly as good as I thought they?d be.? The Texans are much better than I thought they?d be.

Chargers at Chiefs

MDS?s take: The Chiefs looked pretty good against the Saints on Sunday, and the Chargers looked pretty bad against the Falcons on Sunday. But I?m expecting the Chargers to win, in a game that I have a hunch will come down to special teams, where the Chargers will make plays and the Chiefs will make mistakes.

MDS?s pick: Chargers 28, Chiefs 21.

Florio?s take:? One week often changes everything.? Last Sunday, the Chargers went from elite to ?meh? status, and the Chiefs showed they?ve got some fight.? Home team gets the edge in this one, especially if Jamaal Charles saved some yards for Sunday.

49ers at Jets

MDS?s take: If not for the injury to Jets cornerback Darrelle Revis, I?d be very tempted to pick the 49ers to lose their second straight road game. But that Revis injury is devastating to the Jets not only because it radically changes what they can do on defense, but also because while seeing players and coaches on the Jets talking this week, you could practically feel the entire locker room deflating at the loss of their best player. I think the Jets are going to come out looking very bad on Sunday.

MDS?s pick: 49ers 27, Jets 14.

Florio?s take:? The difference between the 49ers defense and the Jets defense is that the 49ers didn?t put all their eggs in one island.

Seahawks at Rams

MDS?s take: The Seahawks don?t have any time to send thank-you notes to the league office for their gift on Monday night, because they?ve got a road trip to St. Louis on a short work week. I like the way Jeff Fisher?s defense is playing, and I think Russell Wilson will feel a lot of pressure, but Seattle?s defensive line will have Sam Bradford under pressure, and the Seahawks will win a low-scoring game.

MDS?s pick: Seahawks 10, Rams 9.

Florio?s take:? Short week, significant travel, improving opponent, and guilty conscience add up to trouble for the Seahawks in St. Louis.

Dolphins at Cardinals

MDS?s take: It?s taken me a while to learn to believe in the Cardinals, but I?m there now. Which probably means they?re going to lose. But I?m picking them anyway.

Florio?s take:? This has the potential to be one of those early-season ?correction? games.? But how can the Dolphins win if they can?t score any offensive touchdowns against once of the best defenses in the league?

MDS?s take: I loved the game Bengals offensive coordinator Jay Gruden called on Sunday against the Redskins. Look for Bengals receiver A.J. Green to have another big day against the Jaguars.

Florio?s take:? It would be fitting for the Bengals, a week after finally winning a game they were supposed to lose, to lose a game they?re supposed to win.? But the Bengals are better than the Jaguars on both sides of the ball ? and the Jaguars will have a hard time keeping up with a suddenly dynamic and diverse offense.

Raiders at Broncos

MDS?s take: It says something about what we?ve come to expect from Peyton Manning that he had 330 yards, two touchdowns and no turnovers on Sunday against a very good Texans defense, and yet everyone is talking about how he?s just not the same. Playing a weak Raiders defense will result in Manning looking a lot better, and the Broncos improving to 2-2.

Florio?s take:? Peyton Manning won?t need much arm strength to move the ball against a defense that can?t do much to stop him.? Or anyone.

MDS?s take: Raise your hand if you predicted these two teams would be a combined 1-5 heading into this game. I see the Packers? problems as much more correctable than the Saints? problems, and I see Aaron Rodgers having a big day against a shaky Saints defense.

Florio?s take:? The Saints can thank the Seahawks and the replacement officials for what they?re about to endure.

MDS?s take: The Bucs have a bad offense and a good defense; the Redskins have a good offense and a bad defense. I like Tampa Bay?s defense to keep it close and the Redskins? defense to give up a big play at the wrong time.

Embattled GOP Rep. Akin stays in Mo. Senate race

JEFFERSON CITY, Mo. (AP) ? Embattled GOP Congressman Todd Akin has made good on his promise to stay in Missouri's U.S. Senate race despite calls by top Republicans to quit following his comments about rape.

The final deadline for candidates to remove their names from the Missouri ballot passed Tuesday as Akin began a statewide bus tour. Akin is challenging Democratic Sen. Claire McCaskill.

Akin has repeatedly apologized since saying during an August television interview that women's bodies can avert pregnancy in cases of what he called "legitimate rape."

Top Republicans, including Mitt Romney, have urged him to drop out. He's also lost backing from the national GOP.

But late Tuesday, Missouri Sen. Roy Blunt, who'd called on Akin to quit last month, reversed himself, saying he and Akin agreed "the Senate majority must change."

When will men have their own birth control pill? Scientists have been predicting the debut of a male pill within 5 years for the last 30 years. The factors accounting for that delay and new optimism that a male pill will emerge within a decade are the topic of a story in the current edition of Chemical & Engineering News. C&EN is the weekly newsmagazine of the American Chemical Society, the world's largest scientific society.

In the story, Michael M. Torrice, C&EN associate editor, describes the need for a male version of the oral contraceptive pill that revolutionized family planning 50 years ago. For example, there are few choices of contraceptives for men, half of all U.S. pregnancies are unintended, and those pregnancies cost state and federal programs about $11 billion annually.

Despite that need, the few pharmaceutical companies working to develop a male pill have discontinued research during the last five years. The story explains the scientific and regulatory hurdles in developing new contraceptives and describes promising new research on so-called non-hormonal male contraceptives.

What Will Ice-Free Arctic Summers Bring?

This summer's record melt suggests the Arctic may lose its ice cap seasonally sooner than expected. What impacts can we expect?

On Sunday, September 16, the sun did not rise above the horizon in the Arctic. Nevertheless enough of the sun's heat had poured over the North Pole during the summer months to cause the largest loss of Arctic sea ice cover since satellite records began in the 1970s. The record low 3.41 million square kilometers of ice shattered the previous low?4.17 million square kilometers?set in 2007. All told, since 1979, the Arctic sea ice minimum extent has shrunk by more than 50 percent?and even greater amounts of ice have been lost in the corresponding thinning of the ice, according to the U.S. National Snow and Ice Data Center (NSIDC).

"There is much more open ocean than there used to be," says NSIDC research scientist Walt Meier. "The volume is decreasing even faster than the extent [of surface area] as best as we can tell," based on new satellite measurements and thickness estimates provided by submarines. Once sea ice becomes thin enough, most or all of it may melt in a single summer.

Some ice scientists have begun to think that the Arctic might be ice-free in summer as soon as the end of this decade?leaving darker, heat-absorbing ocean waters to replace the bright white heat-reflecting sea ice. The question is: Then what happens? Although the nature and extent of these rapid changes are not yet fully understood by researchers, the impacts could range from regional weather-pattern changes to global climate feedbacks that exacerbate overall warming. As Meier says: "We expect there will be some effect?but we can't say exactly what the impacts have been or will be in future."

On thin ice
Arctic ice influences atmospheric circulation and, hence, weather and climate. Take away the ice and impacts seem sure to follow. There's more warming to come, as well, particularly in the Arctic, which is warming faster than the rest of the globe. Given cumulative greenhouse gas emissions, there's likely at least as much warming to come as has occurred to date?a rise of 0.8 degree Celsius in global average temperatures, most of that in the past 30 years.

The biggest impacts of the loss of Arctic sea ice, of course, will be felt locally: from the potential for more snowfall (which can act like an insulating blanket keeping the ice warm and incapable of growing) to more storms with stronger winds. These will also whip up waves to pound the shore, eroding it, as well as bringing warmer temperatures to thaw the permafrost?leading to "drunken" trees and buildings as well as villages slipping into the sea. A loss of sea ice will also affect the largest animals in the Arctic: seals, walruses and polar bears. "My people rely on that ocean and we've seen some dramatic changes," said Inupiat leader Caroline Cannon at a Greenpeace event on the Arctic in New York City on September 19. "We are the gatekeepers of the ocean. We speak for the animals. They provide for us so it's our time to speak for them," by arguing to ameliorate climate change.

Noting the climate change in Cannon's backyard, the rest of the globe is indeed taking action?just not the type that could reduce greenhouse gas emissions. "The world is looking at the Arctic as a new ocean to be developed and exploited," notes Arctic system scientist David Barber of the University of Manitoba, most particularly oil as evidenced by Shell's bid to drill the first offshore well in the Chukchi Sea. The U.S. Geological Survey estimates that the Arctic holds an oil and gas bonanza?and companies from Russia to the U.S. are lining up to start exploiting it.

Lehman to pay creditors another $10.5 billion

NEW YORK (Reuters) - Lehman Brothers Holdings Inc on Tuesday said it will pay about $10.5 billion to creditors starting early next month, the second leg of a plan to eventually pay out more than $65 billion.

Lehman will distribute the money to affiliates and subsidiaries, as well as to third-party creditors, according to a filing in Manhattan bankruptcy court.

Creditors have already received about $22.5 billion under the first leg of the payout plan, unveiled in April. The additional $10.5 billion will bring total payback to around $33 billion.

While that is about half the total they are estimated to receive, it's a far cry from full payback on the more than $300 billion in claims leveled by creditors against the defunct financial giant.

Lehman's collapse on September 15, 2008 helped spur the global financial crisis. Creditors waited 3-1/2 years for payback as Lehman trudged through a messy liquidation, fighting with bondholders and creditors like Goldman Sachs Group Inc for control of the terms of a payback plan.

In June 2011, Lehman proposed a plan it touted as a "global compromise," estimating about $65 billion in total payback and giving many creditors recoveries of between 20 and 30 cents on the dollar. Creditors of Lehman's parent are projected to recover about 21 cents on the dollar, while derivatives creditors, like Goldman, will get about 28 cents.

Actual totals depend on Lehman's success in marketing and monetizing its real estate and other assets, which could be affected by changes in markets.

A spokeswoman for Lehman could not immediately be reached.

Lehman said in a statement on Tuesday it anticipates making a third distribution around March 30.

Dazzling meteor fireball lights up UK sky

A spectacular meteor wowed stargazers across the United Kingdom Friday when it flared up and shattered into pieces in a surprise display of celestial fireworks.

The fireball was spotted by observers across Scotland and northern England as well as Ireland Friday night, according to BBC News and other media reports. Many observers captured views of the meteor on camera, including skywatcher Stuart Pitkeathly.

"At first, I thought it was a helicopter search light rising above the trees on the horizon as I was looking out my window," Pitkeathly, who lives in the town of Dalbeattie in southwest Scotland, told Space.com in an email. "Then as it came closer there was a burst of blue-green light and this was all in a few seconds. It then appeared to have a smoke-like tail billowing from the bright fireball."

Pitkeathly's video of the Sept. 21 meteor shows what appears to be a fireball created as a small space rock breaks apart in Earth's atmosphere. Pieces of the meteor can easily be seen separating from the main body in his view.

Friday's meteor led many witnesses to wonder if it was sparked by a man-made piece of space junk falling out of orbit. But some experts have conclusively tied the event to a naturally occurring space rock burning up in Earth's atmosphere.

Veteran satellite tracker Marco Langbroek, who runs the blog Sattrackcam Leiden in the Netherlands, wrote Monday that the fireball was definitely a meteor. Langbroek used sighting reports to determine the fireball's trajectory and studied videos posted by witnesses to determine how long it lasted.

"This quick back-of-the-envelope reconstruction therefore shows that this must have been a meteoric fireball, quite likely of asteroidal origin, and we definitely can exclude a satellite re-entry," Langbroek wrote in his latest blog post.

The Earth is often struck by tiny space rocks, which generate meteor light shows as they streak across the sky. Several times a year, the remains of comets or asteroids flare up in Earth's atmosphere to create dazzling meteor showers, such as the recent Perseid meteor shower in August.

Pitkeathly said he was surprised by the amount of public interest in Friday's meteor event after he uploaded the video to his YouTube website.?

"The interest for what was captured has been amazing, and thousands of people across the UK and Ireland were eyewitnesses to this on what was a superbly clear night great for stargazing," he said.

A would-be meteor in space is called a meteoroid. Only when it flares up in the night sky does it become a meteor. Any remains of the object that reach the ground, meanwhile, are called meteorites.

Earlier this year, a rare daytime fireball surprised U.S. observers in California and Nevada when it unleashed a sonic boom that some mistook for a small earthquake. The meteor was caused by a minivan-size asteroid and created several meteorites that NASA retrieved in a follow-up search.

Chavez's record: an oil bonanza squandered?

CARACAS, Venezuela ?

On the streets of Caracas, vast slums blanket the hillsides while squatters hang laundry in the windows of abandoned buildings. Trash-strewn alleys are riddled with potholes and lined with broken streetlamps. The city's main waterway, the polluted Guaire River, is known more for sewage than swimming.

While oil has ushered in spectacular construction projects for glittering Middle Eastern cities, including the world's tallest building in Dubai and plans for branches of the Louvre and Guggenheim museums in Abu Dhabi, it's brought relatively meager changes to Venezuela, which holds the world's largest proven oil reserves.

Nearly 14 years after President Hugo Chavez took office, and despite the biggest oil bonanza in Venezuela's history, there's little outward sign of the nearly one trillion petrodollars that have flowed into the country.

Venezuela has undoubtedly changed during Chavez's tenure. The populist president has used the oil wealth to buttress his support through cash handouts, state-run grocery stores and a gamut of other social programs. With more money in the economy, incomes are higher and the number of people living in poverty has fallen.

Unemployment has dropped from more than 13 percent in 1999 to about 8 percent. The country has also achieved rapid improvement on the U.N. Human Development Index, which measures a range of indicators from living standards to life expectancy.

"We're applying a successful program - successful politically, successful socially, successful economically," Chavez said at a news conference. "With flaws, of course, but it's successful. We're laying the foundations of a historic project that will take our entire lifetime."

All of which makes him a tough incumbent to beat in the upcoming Oct. 7 election.

Yet some experts say Chavez could have done much more to improve the country's infrastructure, boost its economy and invest in the very oil industry that keeps Venezuela afloat.

"It's overwhelmingly clear that Venezuela has wasted the windfall," said Francisco Monaldi, an economist and director of the International Center of Energy and the Environment at Caracas' IESA business school. "You should have had much greater economic growth, much greater reduction of poverty."

Among Latin American countries, the economies of Brazil, Chile, Peru and Argentina all have expanded more rapidly than Venezuela's since Chavez took office in 1999, recording average growth between 3 and 5 percent a year.

Venezuela, by contrast, averaged a 2.8 percent annual increase of gross domestic product between 1999 and 2011, according to International Monetary Fund figures. By that measure, the country was outperformed by every other member of the Organization of Petroleum Exporting Countries except Libya. Even war-torn Iraq posted higher growth.

Some Venezuelans, such as tennis instructor Naybeth Figueroa, say Chavez has simply channeled money toward his "Chavista" supporters while neglecting deeply ingrained problems such as soaring murder rates, inflation, crumbling infrastructure and poor government services. Venezuela now ranks among the most violent and corrupt places on earth.

"The country is falling to pieces," Figueroa said. "Where is the oil money going?"

Where the money went

On a rutted unpaved road in the countryside outside Caracas, unemployed housewife Moreli Gonzalez lives in a shack with a dirt floor and walls made of rusting sheets of zinc. She is thankful to Chavez that she now receives a $280-a-month cash benefit through a program called "Mothers of the Neighborhood Mission."

"Now we have everything," said Gonzalez, who credits a government education program with helping her learn to read - and a state-run grocery down the road that has made food more affordable.

"We eat better," she said, showing off cupboards filled with bags of rice and pasta. "My children didn't used to eat snacks. Now they eat well."

The government programs for the poor are why Oil Minister Rafael Ramirez recently boasted: "This was one country before President Chavez's government, and a different one afterward."

He was referring to the more than $300 billion that the government has spent during Chavez's tenure on "social development," including health care and education.

It's been made possible by oil prices that have shot up, sending more than $981 billion in revenues to the state oil company, Petroleos de Venezuela SA, between 1999 and 2011.

Some economists say that given the boom, it's little wonder Venezuelans living below the poverty line declined from 50 percent in the first half of 1999 to about 32 percent in the second half of last year.

"There are people here who are eating meat who didn't used to eat meat. But is that due to Chavez? That's not due to Chavez. That's the result of the changes in the price of oil," said economist Angel Garcia Banchs, director of the consulting firm Econometrica.

The state oil company's contributions to the government have more than tripled, from $16.5 billion in 2004 to $58.6 billion last year.

And it's not all going to social programs. Chavez has spent billions on the military, buying up Russian-made fighter jets, helicopters and rifles.

University enrollment has also more than doubled. Low-income students now attend the tuition-free Bolivarian University, which was established on the leafy campus of a former state oil company office building.

One of the biggest expenses, though, has simply been supporting a growing bureaucracy. The number of public employees has ballooned during Chavez's presidency, from about 1.3 million to 2.4 million. And Chavez has made clear that if he's re-elected, "that's going to keep going up."

Black gold - but not for everyone

When a powerful explosion rocked the Amuay oil refinery last month, killing at least 42 people, several experts swiftly blamed the country's worst-ever refinery disaster on a lack of maintenance.

Last month, a deadly prison riot killed more than two dozen in an overcrowded penitentiary, the latest in a rising tide of bloodshed that left 560 people dead in the country's prisons last year.

That disconnect, between falling poverty and worsening infrastructure, points to what critics say has been a failure to address the underlying causes of many of the country's ills. Yes, government food giveaways mean millions of poor people have more to eat, but critics argue that Chavez's largesse has ignored basic remedies needed to modernize the nation.

While campaigning ahead of the presidential vote, opposition candidate Henrique Capriles has argued that more should have been spent to improve police forces, build water systems and invest in the oil industry instead of, among other things, "giving away" oil wealth through fuel deals with allies such as Cuba and Nicaragua.

Official figures support some of the criticism. The murder rate more than doubled during Chavez's presidency. Dangerous slums have proliferated, with the number of homes deemed "inadequate" growing from 295,000 in 1999 to more than 404,000 last year.

Chavez defends his record, noting that Venezuela has invested billions in refinery maintenance, is building a new national police force and is starting to make revolutionary changes to "humanize" an overcrowded prison system.

Even in areas where Chavez has targeted spending, results have often been elusive.

For example, the president says he has revolutionized health care by setting up free clinics staffed by Cuban doctors in poor slums across the country. But hospitals have lagged behind, with officials figures showing the number of available hospital beds down from 28,000 beds in 2000 to 22,000 in 2010.

By some accounts, inadequate maternity wards have bumped women in labor from one public hospital to another. Opposition politician Carlos Vecchio posted photos on Twitter showing patients lying on the floor at a hospital emergency room in Maturin.

Despite more health care spending, the government's programs have worsened due to "inefficiency, ineffectiveness and incompetence," said Dr. Carlos Walter, a former health minister and director of the Center of Development Studies of Central University of Venezuela.

In his handling of the economy, Chavez has emphasized a bigger state role, and while he has expropriated businesses from cement plants to retail stores, economists say private investment has suffered.

Even as it battles an 18 percent inflation rate, Venezuela remains perilously reliant on oil, which accounts for 95 percent of its export earnings.

"I think that in the long term, we're headed for a situation of poverty. If oil income starts to run out, if the prices fall too much, there's no productive engine here that can feed us," said Margarita Lopez Maya, a historian at Central University. "But while the price of oil is so high, fantasies can be paid for."

The price of `fantasies'

On the stump, Chavez is good at painting a glowing picture of a Venezuela undergoing nothing short of a nonviolent revolution.

He appears on television inspecting row upon row of new government housing and touts the hope he's given the country's poor. Venezuela has shown a new model is possible, he says, one that breaks from the profit-driven order espoused by the U.S. and its allies.

Chavez recently boasted to reporters: "Today, the model is working."

For many of Chavez's followers, that world is real. They've seen new public health clinics open in their gritty neighborhoods. They know that thousands of people will be able to move into new government housing.

"There's been a vast improvement in the living standards of the vast majority of the country. That's why they've won all those elections," said Mark Weisbrot, an economist and co-director of the Center for Economic and Policy Research in Washington.

Yet one thing Chavez hasn't discussed on the campaign trail is the burden his programs have placed on the country's treasury.

Despite the oil boom, the government has more than tripled its public foreign debt from $24.2 billion when he took office to $88.7 billion in the first quarter of this year. Much of that foreign money has come from China, which has lent Venezuela more than $36 billion.

By contrast, other oil-rich nations such as the United Arab Emirates and Norway have saved billions in investment funds.

"If you look at how much money has come into the country, of course it looks like he hasn't been a very good steward of that money," said David Smilde, a sociology professor at the University of Georgia.

"They've done some good things and they've made some progress, but I don't think they've done anything that's very sustainable. So in that sense, I don't really think it's a successful model that anyone would want to replicate."

Nonetheless, many Venezuelans are still prepared to support Chavez. Conflicting polls showing him either with a double-digit lead or roughly even with Capriles.

Jose Gregorio Oropeza, a vendor who sells cold drinks from a roadside stand, raves about the free health services and the state grocery stores.

"Now that cash comes from oil," Oropeza said. "My economic situation has gotten better in these years of President Chavez."
